One of the central components of the new health care law is the creation of health care exchanges, which are intended to provide transparency to consumers about individual insurance products while simultaneously serving as the mechanism through which low-income Americans will receive Federal subsidies. Each state has the flexibility to design these exchanges, and the structure chosen will have a significant impact on the types of choices consumers in that state will be able to make.
